山を削り高台を設け、削った土で平地の陥没部を埋め立てする。その高台に住宅区域を造成するという案。平地部にはコンクリート製の数十メートル級の避難場所兼住宅を建設するという案。共に現実的な良案だ。日本の海岸線を全て高い防波堤で囲むわけにも行かない。しかし平地は住むのに便利だ。高層ビルは家賃が高い。景勝松島では法律により高台を開発出来ない。山を削れば保水性が劣化し牡蠣養殖が悪化する。このような問題を解決するのが本来の政治だ。景勝地松島は法律から削除する、津波の恐れのある場所に建設する避難所と成り得る建物は税制等を優遇する、津波の恐れのある新しい開発地に一般家屋を建てる人には特例を設け、今後一切の援助をしないで税制もアップする、牡蠣養殖のための養分補給方法を編み出す等々。平地は割高という新常識を生み出すことも政治家の使命だ。
